
A load can be packed correctly, wrapped correctly, and booked on time – then still get held up because the pallets under it do not meet heat treated pallet requirements. For exporters, importers, and warehouse teams shipping wood packaging across borders, pallet compliance is not a side issue. It is part of the shipment.
If your operation ships into the US or sends product overseas, the question is not just whether a pallet is strong enough. It is whether the pallet has been treated, marked, and maintained in a way that meets international phytosanitary rules. That affects customs clearance, carrier acceptance, replacement costs, and delivery schedules.
What heat treated pallet requirements actually mean
Heat treatment is a wood sanitation process used to kill pests and reduce the risk of transporting invasive insects in wood packaging material. Under international rules, wood pallets used in many export shipments must be heated to a specified core temperature for a specified time. In practice, that means the wood must reach 56 degrees Celsius, or 132.8 degrees Fahrenheit, for at least 30 minutes.
That standard is tied to ISPM 15, the international rule governing wood packaging material in global trade. When businesses talk about heat treated pallets for export, this is usually what they mean. The pallet is not just kiln-dried or air-dried. It has been treated to meet the phytosanitary standard and marked accordingly.
That distinction matters. Kiln drying reduces moisture. Heat treatment for export addresses pest control. In some cases, a pallet may be both kiln-dried and heat treated, but one does not automatically replace the other.
The core heat treated pallet requirements for export
For most international shipments, the requirements come down to three practical points. The pallet must be made of compliant wood packaging material, it must be heat treated to the required standard, and it must carry a valid stamp from an approved treatment program.
The stamp is not optional
The mark is what customs and inspection agencies look for first. A compliant pallet should display the recognized IPPC mark along with the country code, producer or treatment provider registration number, and the treatment code, typically HT for heat treated.
If the stamp is missing, unreadable, incomplete, or placed where it cannot be easily verified, the pallet may be treated as noncompliant even if it was heated properly. From an operations standpoint, that means paperwork alone is not enough. The pallet itself needs to show the mark clearly.
The pallet has to be in acceptable condition
A valid stamp does not protect a damaged pallet from scrutiny. If a pallet has been heavily repaired, rebuilt from mixed components, contaminated, or altered in a way that raises doubt about the original treatment status, it can create problems at inspection.
This is where buyers sometimes run into trouble with used inventory. Recycled and repaired pallets can be a smart cost-control move, but if they are intended for export, they need to come from a supplier that understands how repair practices affect compliance. A pallet rebuilt with untreated lumber or missing marks is not a safe choice for export loads.
Raw wood packaging gets the most attention
Heat treated pallet requirements generally apply to solid wood packaging material such as pallets, crates, dunnage, blocks, and skids. Processed wood products like plywood, OSB, and corrugated materials are typically exempt because the manufacturing process already reduces pest risk.
That means not every wood-based shipping platform falls under the same rules. But if you are using standard solid wood pallets for cross-border or overseas shipping, assume compliance needs to be checked before the truck is loaded, not after the shipment is booked.
Why domestic and export pallet requirements are not the same
A common source of confusion is that domestic pallet use in the US does not always require heat treatment. Plenty of businesses move products every day on standard recycled or new pallets without needing an export stamp. If the load stays within domestic lanes, heat treatment may be unnecessary.
The moment the shipment crosses into a market that enforces ISPM 15, the standard changes. That can include direct exports, shipments routed through ports, or multi-country supply chains where the final destination triggers compliance obligations. If your purchasing team is buying one pallet type for all lanes, you need to know which shipments actually require treated stock and which do not.
There is a trade-off here. Using only heat treated pallets across the board can simplify inventory and reduce mistakes, but it may raise costs. Using a mixed pallet program can lower spend, but it requires stronger controls in the warehouse so export loads are not accidentally built on noncompliant pallets.
How buyers should verify compliance
The safest approach is to treat pallet compliance as a sourcing and inspection issue, not just a shipping issue. By the time a trailer is loaded, your options are limited.
Start with the supplier. Ask whether the pallets are produced or repaired under a recognized program and whether the heat treated stamp is applied by an authorized facility. If you are buying recycled export pallets, ask how they manage repair materials, stamp integrity, and sorting. A dependable supplier should be able to answer those questions directly.
Then look at the physical pallet. The stamp should be legible and should include the IPPC symbol, country code, facility number, and HT designation. The pallet should also be structurally sound, clean, and free from obvious signs of unauthorized repair or mixed untreated components.
For higher-volume operations, internal receiving checks are worth the time. A quick visual verification process at inbound can prevent expensive rework later. That is especially true if your warehouse handles both domestic and export freight and pallets move quickly between inventory zones.
Heat treated pallet requirements and recycled pallets
Recycled pallets can absolutely fit export programs, but only when they are managed correctly. This is one of the more practical areas where cost savings and compliance have to work together.
A repaired pallet is not automatically disqualified from export use. The issue is whether the pallet remains compliant after repair. If replacement components are not properly controlled, or if the stamp is no longer valid for the repaired unit, that pallet may not be suitable for export service.

Dunnage gets added at the last minute from untreated scrap lumber and makes the whole load noncompliant.
None of these issues are complicated, but they are easy to miss in fast-moving operations. The fix is usually procedural. Segregate export pallet inventory clearly. Train shipping teams on what the stamp looks like. Verify dunnage and blocking materials, not just the pallet. Build compliance checks into the load planning process instead of relying on a final visual review at the dock.
When heat treatment is necessary and when it depends
Not every shipment needs a heat treated pallet. If you are moving product domestically, shipping on exempt packaging materials, or working within lanes that do not trigger ISPM 15 requirements, standard pallets may be completely appropriate.
But if the shipment is entering a country that enforces wood packaging rules, heat treatment is often non-negotiable. It also depends on the full packaging setup. A compliant pallet alone does not solve the problem if other solid wood packaging in the shipment is untreated.
That is why the right question is not, Do we need heat treated pallets in general? The better question is, Which of our lanes, customers, and packaging configurations require them, and how do we control inventory accordingly?
For many operations, the most practical answer is a pallet program that matches the shipping profile. Domestic lanes can use cost-effective standard or recycled stock where appropriate. Export lanes should use clearly identified compliant inventory sourced from a supplier that understands the requirements and the realities of warehouse flow.
In a business where delays cost money and preventable waste adds up fast, pallet compliance should be simple, visible, and built into the process. When your pallet supply is managed with that level of discipline, export shipping gets a lot less risky – and a lot easier to keep moving.
